How Does This Contraption Work?

The above is a picture of my 2001 5.3L Air Cleaner Assembly. Ever since I bought the truck, I wanted to ask someone here to explain to me why this thing is shaped the way it is!

Please note the long "arm" pointing to the right. Its end is not open. Apparently, the "arm" serves a function some way. Does anyone know what, why and how?
