Most likely just needs cleaning and lub.
Not much stress to stretch the cable, so unlikely needs adjustment.
Mine started to stick and though same...till looked at it. It even got stuck closed couple times and was final straw.
Use Amsoil HD Metal Protectorant or anti-seize grease. There are cams in the latch that must work freely. If gunked up with road grim, clean that off first.
Also oil the hood hings. The coil spring and pivot points.
On it getting stuck, pulling on the lever won't help. Have to go out and "bump" the hood downards with fist tap, but not enough to set the latch locked.
