You have to get to them from the back, sorry. If I remember correctly, they are just like turn signal bulbs. 1/4 turn and out comes the socket. Find a kid with small hands to get in there.
I was lucky (!) I had the chance to change the bulbs when I replaced the rear bumper.

: Maybe it's my bad sight, but I don't see screws/bolts to remove the license plate bulbs. I am hoping it isn't done from behind as the bumper, as the hitch will make that difficult.
