Lowest bidder gets the purchase order and they all seem to cut corners. That means solder pot or wave solder was not done right and cold solder joints on the PCB (printed circuit board).

Cold solder joints will, in time, wick moisture and corroide the connection....making it intermittant...hence wacky wiper function.

Mine was out of the recall by one month. They said fixed by then. Have subsequently looked at sevreal PCBs in two Chevy parts bins. They *ALL* still have cold solder joints and pointed it out to the parts manager. Don't know what they did about it, but was told they would report it up the chain.

Best to DIY by resoldering the offending joints and regrease the slip rings.
