Have experienced this first hand.
Cupertino Calif installed them. During their testing, no tickets.
Tons of traffic. Tons of folks born outside of the USA and not very "good" drivers. Poke your nose into the lineup, or push your way to the front of the line are some of their accepted societal behaviors, so they kinda sorta drive that way.
They are also a bit hesitant and slam on their brakes as their first reaction to anything. Mom is like that, so is sweetie.
Well, my first exposure almost had me rear end the little Camery in front of my Suburban. A whole line of cars were in the two left turn lanes. Idiots don't know HOW2 flow traffic and lets too large a gap, so the flux field sensor on the pavement shortens the countdown timer.
The last few vehicles speed up trying to make the green...knowing about to change.
Then it changes and seems the timing of the yellow shortened. So then a "FLASH" cuts across everyones line of sight, luckily I'm a bit higher and don't get the full blast.
Of course one of the pack slams on their brakes....
