Although the part number is for a 99 there are several others as well. A different part number won't work in every 99.
Do you have any remotes that work?
Do the remotes have 2, 3 or 4 buttons?
Also, the parts info for one of the receiver suggests it can only be programmed once when first installed in the vehicle. That may mean replacing the receiver.
You may want to purchase a remote start/alarm system instead of trying to get the base keyless entry system if you have to start buying parts.
