NASA is a LONG way from the General! HA, HA! Anyway, I agree with your statement above. Problem was it is one of those defects not predictable until in service for some time. It is always several tens of thousands of miles before the symptoms of the board begin to appear. Keep in mind, the motor and control was not at all designed by any engineers of the General. That is out-source work where nothing more than specifications are provided to the winning contractor. At one time when Delphi and the other daughter companies were all living under the General's roof things were a little different.
