From what I can tell, this seems to be a very common problem. I see plenty of Subs/Tahoes/C-Ktrucks with wiper arms that need repainting (mine included). This project is still on my "to-do" list. I will try the self-etching primer suggestion. I'm not really informed at all about spray paint.
