2000 MPG

I read in the consumer reports that the 2000 surb with the 5.3 liter got 18mpg on the highway. I would be driving a lot of highway miles and if that is correct it would be better than my 16 mph on the 97 Jeep I want to trade. Is 18 mph for real?
