It MAY work, but not for long!
The reason is that the back side of the headliner is a layer of foam rubber. The reason for it sagging is that the Foam backing will deteriorate with time. It gets "powdery". It prevents good adhesion. I have even tried Rubber Cement and Contact Cement. Neither one last too long.
