The key is it stops when you let off the gas. That points to a gear setup problem.
When I set up gears I have tried to run the pinion depth a little deeper to move the contact pattern so that it is ideal under full load (heel emphasis). This reduced pinion depth (thicker shim) causes whine on accel, a little during constant speeds, and is quiet on decel. The second photo on the link below illustrates this.
