For the part that isn't soaked in, try some ice to make it hard and something soft like a spoon to scrape it off without smearing it. This may get enough out to do what you need. Dry ice would work even better.
Don't know about the part that might be soaked in.
: Long story but yesterday melted purple crayon got onto the clothe seats of my wifes Malibu. The seats have ScotchGaurd on them. So they say.
