For your wiper motor you should have a "recall campaign number". Given that this is a safety related issue, GM was forced to recall them. All you need is the truck and the recall campaign number and the dealer must fix it. They will run your VIN through the computer to verify that it applies to your specific truck.

A Technical Service Bulletin (TSB) is a different animal. They can cover lots of issues having to do with defective parts, workarounds, shop procedures, labor rates, etc. However, it is generally up to dealer how cooperative they are with applying TSBs. If you have a TSB number and can show the dealer that you have the problem, they may/will apply the TSB as a customer satisfaction issue.
