I had the same problem on my '94. For some reason, the rear passenger doors and the cargo doors rust much faster than the front doors. What I used ( and it stopped the rust so far for almost 3 years) is POR-15. This is a 1-part epoxy paint that seals in rust. Sand off some of the heavier rust and then paint the door edge. This means rust is forming inside the door at the bottom. Remove the door panels and paint the POR-15 inside the door at the bottom by reaching thru the openings in the door. Make sure the window is rolled up.

I live in Buffalo, New York and rust is a big problem here. I have tried everything from rust converters to zinc-based primers. The POR-15 has worked the best, by far. If anyone is interested, I can find the source for the paint (I also believe they have a web site). It goes for about $30 a quart. Believe me, this stuff is incredible.
